The entire penis and the supporting structure is under stress from the traction and the cells associated with areas experiencing the stress should react similarly. You will see discussions about wearing the extender in one position or another to apply more stress to the tunica or the ligaments etc; this does not mean that other areas of the penis are not stressed, but rather it is believed that one position or the other has a more prononuced effect for the area under discussion.
You really need to do research beyond this forum, there are alot of resources on the web with findings reported by medical researchers on the effects of traction. I am not a medical researcher nor an authority and wouldn't want to be your source of answers regarding urethra deformities nor any irregularities associated with the use of traction. I can only relay my current percieved state and any past experiences while using the extender positive or negative. Unfortunately mitosis is not something that I nor most of the people on this forum are directly observing; besides mitosis is ongoing in your body all the time and is not specifically associated with just PE.
